New proposal could pave the way for legal online poker in the U.S

New Jersey Senator Robert Menendez has introduced a bill to the U.S. Senate that categorizes poker, bridge, and mahjong as games of technology, and sets up the framework needed to license and regulate online operators. The bill specifically covers the online market, defining "Internet technology games" as games "using simulated cards, dice, and tiles, whose success is largely determined by the skills of the players." The bill, known as SB 3616, is the first time an Internet gambling bill has not been introduced in the House of Representatives.

The Bill outlines detailed permit requirements for the Treasury Secretary to administer - gaming websites would have to apply to the Minister for permission. The Minister is responsible for continuous monitoring to ensure that licensed sites comply with all rules and that the game remains fair to players. The bill gives states and Indian countries the right to decide whether to allow citizens access to federally regulated websites. In fact, it is returning the legalization of online gambling to the state as it was before UIGEA.
