Couldnt this be done with a little Mickey Mousing?
Set permissions to advanced mode for that Forum.
Change the never mind... as I thought this out your right.
Was going to say change the read to moderator and the reply to registered. But that wont work cause there will be nothing to read to reply to. humm.. I know on PHPBB site there is a mod that adds individual post permissions. but i dont know if that would help any? may cause more pain than anything.

How about a different type of senario for feedback...
a possible email based feedback, where a widget would take a feedback with the name of the feedback sender as optional (on widget setting as who can see but also as optional on the senders who are registered for if it was open to all (thus if an outside registered member feedbacked, it could be possible to get back in touch with, ect)) and mail it to a setting on permission group's names or perhaps forward it somehow into a forum message...
but with the idea that with a widget rather than a forum... or maybe a setting for the email system...
