At the bottom of the post, when you're writing a new forum post (or if you edit one that's already there), there should be a little link saying "+ Show Options" .. click on that and additional options will appear.
About halfway down there are some radio buttons (little round "empty" buttons) giving the options to "post topic as .. " .. Normal, Sticky, Announcement.
If you've not done anything with it, it defaults to "normal".
In order to "pin" it to the top of the forums, chose "Sticky". People can still reply to it, but it stays near the top (it will move down only if you add more "sticky" posts).
Announcement is generally used in whichever forum you chose to use as your "news" forum .. these will then show on your front page, if you've set it up that way.

Is pinning only for admins? As it looks like one has to edit the post, can admins edit everyone's posts? If no, how do I pin other people's posts? Can non-admins pin their own posts?
Can I make someone else also an admin of the site?
Finally, what about officers?
Ahh .. sorry, I made the assumption that you were the site owner when I made my reply earlier :P
The site owner has the ability to do anything, including sticky forum posts. After that it is down to the settings on your particular site through the permissions groups as to who can do what.
Officers are the same as everyone else .. if your site owner has created a permissions group for officers, and then allowed that group to create "sticky" posts, then they can do so, but it just depends what permissions have been given, and whether or not a special permissions group has been made for officers. Also .. even if a permissions group has been made for officers, those members who are considered officers will need to be added to that permissions group - the website doesn't automatically know who should be in that group.
Again with the editing of posts .. regardless of who made them .. iirc you could edit your own post, but in order to edit someone elses posts, that requires a "permission" set through the admin panel.

Um no it doesn't really .. because you're a first poster and that doesn't look like a relevant link, so I'd advise others NOT to follow it. The question was specifically regarding permissions settings on THIS site .. not any others.
Plus you don't appear to actually have any sites on this host .. so therefore you won't have any experience of how to set sites up here. So again .. not relevant.
