I was looking to create a signup window for our raids, but have been unable to find the option. Is it missing, or am I blind? :)
Also, with signup windows, is there a way to provide a priority signup group? So that raid leads can sign up in advance?
For regular events, is there a way to list an event host? So people know who to contact with questions?

The Signup Window settings can be found towards the bottom of the creation page under Additional Options. You would click the Use Signup Window radio button which will turn the setting on and then give you the inputs to set it up.
I don't believe there is any way to set up a priority for raid leads to sign up early.
The only thing that comes to mind for marking an event host would be to add it as part of the events description, so the users can at least read that and see who to speak with.
